Since there is no "and," between the words, there are no numbers to the left of the decimal point except zero, which is optional. The "th" in thousandths indicates that the number is to the right of the decimal point. According to what is written, the number 705 should be written so that it ends in the thousandths place.

Your fraction answer is correct but can be simplified (or reduced). However, your decimal answer 0.00705 is seven hundred five hundred-thousandths, not seven hundred five thousandths. Elaine's answer is correct.
