what is the point of democracy when a man who was having sex with his own daughter, who had many children with his own daughter who was kept locked in the basement for over 2 decades. Doesnt this man deserve full capital punishement rather than being given life in prison with an option to move to a mental institution after 15 years.

Capital punishment is not available in Austria. He got the maximum allowable under the law.

From a spiritual and moral perspective, yes.
From a political perspective, we have a criminal justice system in place to ensure that the appropriate punishment fits the crime but that mob rule doesn't abound. What the man did was awful, but he ought to have the same due process rights as anyone else who goes through the system. Almighty God already has a punishment in store for him.

Won't happen in Austria.
I do think they should put him in prison for the rest of his life, no parole and no mental institution. The judge on the case has that in his power.

No doubt he's mentally ill; and no doubt he knows right from wrong.
