of course you can ask......they do not have to answer.

You have the right to call the employer. However you must handle to call properly. Do not ask why you did not get the job that is absolutely the wrong way to approach a future employer. They very well could have just been too busy or having a difficult time deciding which person they really want. You would through yourself under the bus before even getting a real answer.
Here is a suggestion:
Ask for the person you interviewed with:
If she is busy see if you can leave a message
If you leave a message it should go somewhat like this
Hello Mr. or Ms Whoever
Say your name in a happy tone and the date you interviewed (mention both people in the correct order). The person you first interviewed with.
I would like to asked if you have made a decision about the position of (Whatever) as of yet, if so could you please give me a call @ 310.???.????Thank you and have a wonderful day
Say the same thing if they happen to answer…stop after YET and wait for them to answer. If they decided on someone else tell them to please consider you for any future postions that you qualify for.

Many companies don't offer reasons, simply because they are afraid they might open themselves up to a lawsuit. Better to not say anything than to say something that could be misconstrued, or misinterpreted. If they are willing to say anything at all, it will likely be something as generic as "we decided to go another way."
Pressing won't get an answer beyond that, either; it will just make them more rigid.
If they're going to call, they're going to call. It could even be that they are testing YOU to see how patient you will be.

How do you know you didn't get it? IF you call them up w/ that speech, they definitely will not hire you.
What you can say is "How can I present myself better for a future job opening? What core knowledge would you suggest?"

I think this would be fine as long as you approach it the right way. I would say, "Do you have any suggestions of how I could improve my interviewing skills in the future?"
