Are police reports public documents?

Are police reports public information or does the person requesting the report have to be involved in the incident in some way? How much info would I have to provide for the police to locate the specific report I am hoping to find? How would the report be filed so it could later be located by the department? By the name of the person involved, the date, they type of incident, the address, the officer involved? Could this differ by state?

    A police report is public information. The names of the victims and suspects are protected, but the facts within the report are open. Reports are generally filed by report number and cross referenced by date, time, location, type of report, victim name, suspect name, etc.

    Anyone who want to purchase a copy of the report may do so. That is right, purchase. While they are public records, they still charge a fee to make a copy for you.

    The original police incident report is public record as soon as it is made. It is the investigative supplements, etc. that are protected till the case is formally disposed of. The college will probably only do a criminal history (arrest) check. If he was not arrested and/or formally charged then there will be not record. The fact that he is listed on supplemental reports will not be available without a specific open records request for any police reports listing your friend. This is not usually done, as most entities only worry about arrest and conviction records. There is no way to remove this info, however, your friend may want to request a copy of the case to later prove he/she committed no offense and it was proven no offense even occurred.
