Pink Jasmine (Jasminum Polyanthum) in Trouble!?

It's got a tangle at the top where it rests on a redwood fence. Closer to the trunk (if you will) it's looking a bit ragged and a lighter shade of green like it's dying. It's already blooming all over but I could swear it's stiffled somehow. Should I chance cutting off the top at the tangle? I haven't fertilized it yet; maybe that's what it needs...help?

    I would leave it to flower and then tackle it. They do not mind being cut back and will benefit greatly from having some of the older stems cut out as well as being trimmed but like most plants it will sulk if you do it when blooming.
