How do States/Colleges decided how much to charge for Tuition?

I am writing an argument paper on why out of state tuition should be lowered but I need to know HOW States/colleges decided how much to charge for tuition (instate & out of state)

I am focusing on Public Universities and I know that the states decided but how do they? There must be a process and a formula but I haven't been able to find anything on the subject so far.
