How do I disperse a bunch of lovelorn tomcats?

Well, you can contact animal control and have them remove them. Or you can try the pepper spray method. Spray your porch with pepper spray, and when the tomcats come sit around on your porch and later go to groom themselves, the'll realize a not so tasty treat! Since your neighbor's cat is in heat, you may have to be quite LIBERAL with the spray. Eventually, they'll find a new place to roost.

Another great option, like someone else suggested, get a BIG dog. At least big enough to make a tomcat think twice about coming on your porch. There's always cat hating dogs at the shelter, happy dog choosing! :-)

Well, the best thing, of course, is to get the neighbor to spay his female cat.

Nothing else is going to get rid of the males. If they are not on your porch, they will be somewhere else nearby.

If you're not in the UK (the laws there are a bit strange, in my opinion) I think you could call the police and report a disturbance of the peace. The cause would be your neighbor not spaying his cat.

A municipal court might be able to order him to eliminate the nuisance by getting the cat spayed.

If talking to the neighbor gets you no where, call the police and file a complaint.
