Use an electric shaver, I use the Conair Satiny Smooth shaver, only around $30... works great... it can also be used on bare skin, no cream, with no side effects

If waxing causes ingrown hairs and Nair doesn't work, your best bet is to shave. But when you do, make sure you are using shaving cream and not regular soap. The shaving cream will help the hairs prepare to be shaved and it will make them less coarse and thick. Another idea is to remove them with a laser. Mostly all laser removal facilities will do this and it really works!

Shave using a new razor and loads of shaving gel!
You can get shaving creams for sensitive skin which work really well!
