Most of the imaging software that you pay for can do this type of effect.
I know for certain that Paint Shop Pro, Adobe Photoshop can do this.

That is one of the most boring things I've ever seen on Youtube. If you're planning to put your face with a song that has no connection to you, at least change the picture a few times.
