No - He was the Emperor of China during a time of drastic change, and when he was kicked out, he wanted to rule. He was willing to be a puppet in Manchuria just to be emperor again. Besides, he had been raised as emperor - by the time he was about 10, he was an egotistic, power-loving dude.
