You may have to till lightly for several weeks to kill the emerging weeds. What happens is that each time you till you expose new seeds which then sprout. After a summer of tilling you should have killed off most of them, but, like the Terminator, they'll be baaack. Bird droppings, squirrels, and other animals that eat or store seeds of all sorts of plants will bring new seeds in each year, as will the wind. Mulching your rows and around your plants will go a long way towards keeping weeds down and enriching your soil.

There is clearly a reservoir of seeds in your soil. If you keep hoeing the numbers will eventually decrease. A thick mulch is an excellent way of suppressing weed seedlings and it adds fertility to the soil.
Be careful with old carpets; some carpets were - and maybe still are - treated with chemicals which can be very harmful to wildlife (we need our bees!) so best to avoid them.

Lay newspaper or old carpet, linoleum, weed retardant cloth or even sprinkle your grass clippings...all of these work to keep down the weeds in between your garden rows. Then all you have to weed are the vegetable rows.

A thick layer of mulch will also help. I like newspaper with mulch on top.

you may havet to wait till they get a little big and pull them up. or lay down your news paper on them . to keep weads out.
