Are you able to send people messages on twitter even if they are not following you?

If so, then how?

    I think the last person meant DM for Direct message. But they have to follow you to DM them.

    You can just do an @ reply. Start the message with @theirusername. They will see your post in their @username area on Twitter when they get around to looking there.

    Yes, you hit "pm" on their sidebar, which will send them a private message.
