How can you put 00 or 01 into a cell on an excel spreadsheet?
Everytime i go to write 00 into a cell it automatically just changes it to 0?

Yes it will. You can't have more than one zero. Zero means zero.
The same if you put 01 it will just show 1. You cannot have a zero in front of a whole number.
The only time it will show a proceeding zero is if it is a decimal if there is no whole number or if it is currency where the unit is less than 1.
Like 0.25 or £0.76 or $0.43
The only way you can do it is change it to text, but that's not much point because you couldn't add them or apply a formula to it.

There is a way to do this with numeric values. It is done with the formatting. Not text formatting as referred to in many of the answers but with a custom format. If you always want to show 2 digits even if they are 00 or 01, then set your format to custom and enter the format 00
Your 0 will now show up as 00 and you can continue to use the values in these cells in calculations.

Either set the format of the cell to Text, or put ' in front of the 00 so it's '00

Yeah, PSS gives a good answer and makes a good point.
first, let's say you don't mind having it as text. clearly, you have some purpose for wantnig to write 00 and i respect that unlike one of the responders who said there was no point?
obviously, you want to write 00 for whatever reason. just format the cells to text.
but if you want to keep them as numerals, use a custom format as suggested by pss.
but beware, since 00 doesn't make a lot of sense as a number, that if you DO try to use formulas referring to this cell, they might have weird results..

Right click (not while typing in the cell or it just brings up font options) click format cells and go to number (tab at the top - far left)
Then click in the table below to change it. You can change it to text. You can click the aligment tab after to right align it like other numbers if you wish.
Or you could change it to have decimal points in if you wanted

you must format the cell as datatype 'text' and not 'number' because it wont let you enter a number starting in 0 in a number box, so you will have to go back to design view and format that cell to text.

put an ' before it, I am not sure what to do if you wanted to add them up.
