What does Obama's cut of less than half a percent of the budget say about Bush's leadership?

Obama was able to cut 17 billion out of the budget which amounts to less than half a percent of the budget.  
So what does this say about the way things were when Obama got there?  Was Bush doing better than expected?  Does this mean he didn't find a bunch of junky "pork"?

What does Obama's cut of less than half a percent of the budget have to do with Bush anyway?  It isn't as though Obama is being a conservative when it comes to spending.

It says that Obama was part of the Democratic controlled congress for two years during Bush's tenure and contributed to what he "inherited"

He is doing as he said he would, cutting with surgical persuasion instead of taking an ax to everything. I expect more cuts to come as he carefully evaluates the value of the programs and determines what is working and eliminate what is wasting.
