Sanding over the bubble is just going to roughen up the paper and cause it to shred, making a bigger problem.

Take a razor knife and slit the bubble to release the air, then mud over it.

If the mud is dry cut out the section of tape which has air bubbles in it and re install some more tape. Fiber tape will not bubble. If it is still wet work it with 1 inch putty knife.

your drywall mud to dry it needs to have the moisture content high enough that it can wet the tape when its applied. or possibly when you bedded in the tape you squeezed to much mud out there by leaving a dry surface under the tape, either way you need to pull the tape off clean up the joint of excess dried mud and start over. when you take the old tape off that will help you see whats going on, keep at it takes practice.

Open it up and re-mud it. Cut open the bubbled spots, fill and sand smooth. It is the only way to do it right. You may have to re tape some places too. Damped old plaster around the repair when patching too.

It apparently wasn't done right to begin with. It really isn't that much work but time consuming. I have done more then my share, even badly seamed ceilings. Good luck.

Are you asking about during application or after it has dried? If talking about during, just keep going over it with your knife until the tape is imbedded in the mud, then put skim coat over the tape and let dry. If you're talking about removing the bubble after the mud has dried, the only way is to cut it out and reapply

Pull it off before it drys and put new tape on.

use @ least a 6" KNIFE,(TROWELL), and smooth over.. let it dry, sand it down a little.... and then re-apply another thin coat of mud, sand it down smooth, with like some 200 grit sandpaper or finer.. then u should b ready to paint
