USC is a private school. Being out of state actually helps you in getting into USC because they want diversity.
Contact admissions by email. The email address is usually admission(s)@[school's name].edu but it's easy enough to look up on collegeboard.com by typing in the name of the school in the search box. UCLA is harder to get into because you're an out of state student. I would definitely focus on USC more. If you're main goal is to go to a good school in LA.. USC.
Also, that is the right track.. but get some leadership positions and community involvement.
Oh btw, when you email the schools... ask simple questions. Introduce yourself.. sound interested though. Don't seem like you're wasting their time. UCLA won't pay any attention to you because it's hugeeee and public but USC will likely forward the application to a specific folder for you and later when you apply they see that you've contacted them--showing interest really adds points to your application.
Good luck =]

Is that weighted or unweighted? If you take some honors/AP classes, you might get in. But you still have a few years left, so chill.
btw, it's "out of state".
