Is it a CRT TV? LCD TV? 4:3? 16:9?
Try using the zoom feature. You are experiencing a major side effect of the drift from the 4:3 full-screen to 16:9 wide-screen standard for broadcast television.

Your TV's display mode (for example 4:3, 16:9, Normal, Widescreen, etc.) is set incorrectly for the input source you're trying to view.
Go to the TV's Setup (or Settings) menu and set the display mode to Normal. It should be OK now. You might be able to do the same thing by using the remote control's Zoom button or Format or View mode buttons (what will work depends on the remote and the TV).
Only use Zoom 1 or Zoom 2 when watching a source that does not "fill up the screen" and you don't want to see black bars above and below the picture (like when watching broadcasts and DVDs that are formatted in Widescreen viewing mode.

A few weeks ago I got a Goodmans 32" flat screen from Comet. It has built in Freeview, 1 scart socket plus connections for a game console. I'm really impressed with the picture quality though I did have to buy a £2.99 digital aerial cable from Wilkinsons to get rid of pixies. Telly sold for £299,- though I paid £349,- in order to get the nice special offer stand for it as well.
