Are entrepreneurs born, or can the entrepreurial spirit be taught?
What is your opinion? Can the entrepreneurial spirit be taught to adults, or is it nurtured and created in childhood?
I was raised in a store...Most of my really valuable education came from my parents, from learning the lessons of business at a young age, and from seeing things from the business owners point of view since I was little. Two out of three of my siblings are entrepreneurs, and my brother is a bona fide union employee. He never worked in the stores, never had an interest. But my sister and I did, and both have started and sold several small businesses.
My question is because of the government programs that are designed to turn displaced union employees/workers into independent small business owners. Is this possible? Probable?

It can be done. It has been done so yes, it is possible.
The answer to your question is: both.
As with any "natural" talent - it certainly helps. / an athlete who was born to a professional athlete is way ahead of the game and I don't necessarily mean "strength and speed." The parents set a natural example and they have an automatic support-system in place.
A wealthy person who desires to attend Harvard has a much better chance than someone born in the ghetto and their intelligence doesn't seem to make a difference.

On the other hand - people are born into the wrong circumstances and they're forced to get regular jobs. The next Bill Gates may-well be one of those union workers who needed a break... a chance... / The next Michael Jordan could be sitting in South Chicago just needing an opportunity.
Yes - Entrepreneurs are born - They are born to parents who owned no business, they are born rich, poor, black, white and green. They work as union-employees, they're unemployed, they're grade-school dropouts and they're college graduates.
Because you had an advantage in life does not mean it is not possible for the people who did not have that advantage. / In fact.... if they work hard - chances are very good they will out-compete you and you'll one day be on their employment line. / I suggest you keep that in mind!
Their biggest obstacle will be in gaining and maintaining the proper support-system.
****After reading some of your other questions - this one surprised me.
