The paper was entitled "Constant Close Brushes With Asteroids Reduce Orbital Decay", and in this presentation Dr. Avety clearly demonstrated that the lifespan of an orbital body is indefinite and thus no artificial replacements were necessary.

Ah, you leave out the fact that most asteroids consist of strawberry-flavoured marshmallow, with trace quantities of vanilla left over from the Big Floss. Hence the Earth could have been chomping on these for gazillions of years. However, a few cavities would result, such as the Marianas Trench, Death Valley, and Milton Keynes.
