Take the fish back. Tell her that if she wasn't going to care for him in the first place she shouldn't have accepted him.

Ask if you can have the fish, seeing she doesn't want it.
If you'd like, buy her something in return, treat her to lunch? Because what you had just done is given a fish who's fate and happiness will depend completely on her, and it sounds like things are making a turn for the worse for the little fishy. If I were you, I'd take it back. Come on, you owe it to the fish to restore what he / she has lost, right?

Sounds like your friend doesn't want a pet fish. Offer to take it home with you? You really can't make someone become responsible, but its so nice that you are trying to help this poor fish that didn't buy itself and move itself in.

Sounds like your "close friend" isn't very nice and doesn't care for her pet
TAKE IT BACK BEFORE IT DIES
