Harrisburg is like any other city - has it's nice areas and it's not so nice areas. Harrisburg is smallish for a state capitol, but it has all the big city problems of blight and crime and all that stuff just packed into a smalle area. The highways in the capitol area can be quite busy at morning rush hours during the week.
Hershey is very nice and friendly. The closer you stay toward the park, the nicer the area. It's worth the extra money to stay as close to the park as possible if Hershey is your main destination.
By the way, if you do end up staying in Harrisburg, make it a point to visit the state capitol building, it is absolutely gorgeous!

And this is not that a techniques from Hershey.

The city itself is pretty crummy. The suburbs are decent. However, if you're staying in downtown Harrsiburg, that area is okay.
And Pennsylvania's capital buidlding is supposedly one of the nicest state capitals.
