What exactly does 'break it down' mean in a song?
Like if someone says something like 'it's time to break it down', (which happens in basically every other song!) - what do they actually intend to do?

A break down could be a part in the song where it drops to just a drumbeat and bass or where all the instruments play more quietly.
The purpose of a breakdown is usually to lower the intensity of the arrangement so that it can be brought back at another point and energize the audience.
Dynamic moments like this make music more interesting and can make the audience feel like the performance has more emotion and energy.
But some use the term like another person answered, to announce movement to the bridge. As in MC Hammer's 'You Can't Touch This'.
It could also refer to a detailed explanation of meaning. As in, 'let me break it down for you'. I have heard it used in this context in some rap/hip hop music.
There are yet additional reasons for making such a declaration. Like all art, there are simply tools at the artist's disposal and it is up to the artists to decide when and where to apply certain techniques and what terminology is appropriate for thier creation.

A 'breakdown' is a section in the middle of a song, where it's literally broken down into just a few parts (usually the drums and a little bit of instrumentals), kind of like a middle 8. So when people say 'break it down', they're probably talking to an invisible DJ, telling them to start the breakdown. In other words, they're just informing you that the breakdown's starting.
