how do i connect a thumb wheel switch to 4 LEDs in decimal 2 binary converter?

the circuit takes the input from the thumb wheel switch & flashes the LEDs to show the corresponding binary number

    These devices will only sink a max. of 8 mA and source less than 1 mA. This is not enough to light a typical LED, so you will need a buffer at each output of the 74LS147.

    OR... look at the circuit diagram / truth table in the data sheet and make your own out of individual gates (that can drive an LED).
