i want to buy a car n canada and then drive it home to pennsylvania and register it there, is this allowed?

Yes. But why would you wanna do that? the prices tend to be bettter in the U.S. ... also there are some importation fees i believe...

You can't drive it home.
You must first register it in Canada, then it can be driven across the border. You can then register it in PA.
My advice:
TRAILER it across the border, then register in PA, but MAKE SURE you have the TITLE!!!!!!!!!!!!!!!
