Spiritually speaking, why does this happen in oblivion?

I'm using the gray fox helm, and beast of burden spell to feather myself for 450 points, but it seems that often one of both of there effects is durastically reduced, providing only something like 37 points of feather when it should be giving 200 or 250.

    sometimes it glitches liek that, you need to take off the grey fox cowl and put it on until you get the max amount.
