what should I wear for my 19th b-day this year?

So, I'm turning 19 this year. I want a look that says that I'm a cute 19. I don't want something that's revealing, because I want my look to look appear very chic, but still sexy and flirty at the same time. I have curves too! And, I want a color that makes my skin tone pop, I have brown-milk chocolate skin. 

I was thinking of a black dress to play on the chic, sophisticated sexy look. But, I don't know. Is black too much of a drab for that day?

Forever21 has so many cute dresses that I'm sure you'd like. If you order them online, then you'll have more of a selection then when you go to the actual store. I think black wouldn't necessarily make your skin tone pop, I think if you want to do dress do a halter top that ties behind your neck, but comes into a slimming waist, and flares out at the bottom. As for the color I would choose a soft pink, or go all out and do a wild pink. After all your 19 only once! Happy Birthday!
