it all depends on the cultivar you are growing; i can get up to 20 peppers a year off "ace" bells that gets no higher than 15 inches; most of both types ive grown in ohio average about 18 inches, but are still full of peppers...
overfertilizing with nitrogen will produce large green bushes with only a few or no peppers

I've had well producing peppers, mostly hot, which ranged in size from 12 inches to three feet.
There is no average size.
