generally they try other means before even doing house arrest for an example probation, (although usually you stay on probation while on house arrest also) but if someone were to continue to do things they may add on house arrest. seeing as lighting off fireworks could be done right at the house i dont see why they would use house arrest for a consequence its more used for things like say shoplifting/sneaking out of the home in the middle of the night and doing crimes repeatedly like maybe graffiti for an example because it keeps the child home where the child can be more supervised while it holds the parent more responsible for the where the child is since they have the assistance of house arrest and the probation dept. to give the child help with counciling and consequences like less freedom, meeting w/probation, etc to keep the child out of trouble while on house arrest and hopefully get to the root of the problem during this time and punish the child enough they wont want to do it again basically the child is usually on probation 1st too and the probation department suggests to the judge that this may be the way to go its not just like on a list of things a judge choses from normally it is costly and has to be something the probation feels will help

Unless someone was injured, I doubt if even that would happen. Probably a fine. I think it is a state or city ordinance issue.
