appropriate use of the word incumbent?

several times while looking through job descriptions I have seen the word "incumbent" used: "incumbent will....., incumbent will posses...."etc. Isn't the word incumbent used to refer to one who already possess a position and not for one seeking a position.

Update:

my point is whether it is appropriatly used in reference to one who does not presently hold the position or office?

    It can also mean an individual that is responsible for a specific office within a corporation.

    What makes you think that the people running against the incumbents arent corrupt? Would be better if everyone voted for a 3rd party of their choice. It would kill the 2 party system and make the Dems and Rep take notice.
