Dog Behavior: Humping?

I recently rescued a senior dog that showed up in my backyard. He is over twelve years old, deaf, does not see very well, has arthritis, and some benign tumors, but despite this, all in all is a wonderful dog. He is very patient, loving, and well mannered- no complaints.

However, he does have one behavior quirk that as a first time dog owner I am curious about: humping. He seems to hump other dogs faces sometimes when he meets them; he is neutered, so that cannot be the cause, as well as because it is dogs of both genders. He also will sometimes lick a male dog's penis. I am wondering why this is, and if it is behavior that should be stopped. It obviously looks terrible, but is it really a negative behavior? If I see it happening, should I immediately step in? If so, what kind of chastisement is appropriate for a deaf dog that likes touch in any form?

Thanks in advance, and would appreciate any and all detailed advice.

He is deaf, so noises will not work :P

    Okay, so Elna's advice obviously isn't going to work. I don't know what it is but people's responses on here have actually began irritating me! Haha. Okay so the reason he's doing this is because he's dominating the other dog. It's not something you want to allow to happen. Since he's deaf you have to rely on the touch to break his attention when he's doing this. When you catch him, simply walk over and give him a nice firm jab with your fingertips in his shoulder area. Make sure you send this touch with the firmness that he won't enjoy it but not too hard that you injure him. It has to be just enough that he stops what he's doing and says to himself "What the hell was that?!?!" As for the licking just do the same thing.

    Humping is a sign of dominance, its a bad behaviour, but not the worst. When he humps you're gonna have to physically remove him from the other dog, some dogs can snap when interrupted, most dont but sinse you dont know every thing about him yet, just be careful, and keep your face away from his.

    Him licking other dogs genitals, I wouldn't worry about that, dogs do that but if you notice the other dog owner is a little uncomfortable, pull yours away.

    Yell "NO!," clap your hands, or make other sudden, loud noises when you catch your dog humping.
