Ebay problem with Pay-pal refund?

My daughter spent her first pay-packet on a mobile phone for her mother's birthday and paid by Pay-pal. The Ebay ad said it was new and unused, but when it arrived it was actually quite beaten up and didn't work. She returned it immediately and has confirmation it was delivered okay. She emailed the sender who emailed back saying she would do the refund - this was a month ago and despite continual emails from my daughter, the sender. a woman, now ignores her.

What are my daughter's options for a full refund?

    ebay is one of the worst places you could go to buy anything and paypal.....well the less said about that option the best suffice to say that there are a list of horror stories about paypal which would make your hair stand on end. if you wish to buy anything online and its new then go to a reputable company who has online sales. and before choosing google the company and see if there are any complaints or problems with the company.

    Looks like you may have run out of time. Paypal has a time limit for registering complaints. If you forward the sellers e-mails to paypal where she promises a refund which she may have done to prevent you issuing a complaint paypal may allow you an appeal. Look at paypal help pages but first try to register a claim if the time limit hasn't expired. Dishonest people on E-bay know all the tricks to stop you getting a refund. In future as soon as you are ignored by a seller issue a claim as it can always be withdrawn or marked as settled later.

    You need to report the item to Ebay by opening the original page you made the purchase on by pressing 'Report this item' at the bottom of the page. Then follow the instructions on screen. Then you need to open a Paypal dispute by opening your Paypal page, go to the details of the original transaction, then press the 'Resolution Centre' button. You should be guided by some instructions so that you can file your dispute. Keep any correspondence / emails you have so far from the seller, and take it from there. Hope that helps and you get your dispute sorted okay.

    Most disputes are the result of simple misunderstandings. It’s best to initiate communication with the seller as soon as you recognise a potential problem.

    You can open a dispute in the Resolution Centre within 45 calendar days of payment. By opening a dispute, you are able to communicate directly with your seller to work out a problem transaction.

    If you and your seller are unable to agree on a solution, you must escalate the dispute to a PayPal claim within 20 calendar days of the date the dispute was opened. By escalating to a claim, you would be asking PayPal to review the case and decide the outcome.
