If you want to use the lowest unemployment rates as a measuring standard:
1. North Dakota with only 4.2% unemployed
2. Nebraska with only 5.0% unemployed
3. South Dakota with only 5.1 % unemployed
The worst states for unemployment are:
Michigan at 15.2%
Rhode Island at 12.4%
Oregon 12.2%
