my sheltie dog is always digging at her skin... till she makes sore spots.. she has no fleas.. help?

The most likely answer is allergies which are common in shelties. Your vet will need to help you. Allergies are often difficult to rein in because they could be coming from a number of different sources from contact allergies (like pesticides on the lawn) inhaled allergens (like pollens and molds) and food allergies (like gluten). And it can be from a combination. Sadly, inhaled allergens have been extremely high this summer and I have three dogs suffering from allergies right now. The vet will be able to narrow down your possible sources of allergens and prescribe some relief through something as simple as benedryl or possibly something as strong as Atopica, depending on your dog's level of allergies. If you don't get control of the scratching quickly that can be cause for it's own source of problems including infection at the source due to the scratches and licking.

She could have ring worms or a parasite i am sorry to say but i want to help so, go to the vet and see what's up with her. They could just be mites. Fleas are sometimes hard to see even in SHORT dog haird because they bury right by the skin. Dogs can also get sunburns that could also cause itching.

You need to have the dog checked by your vet before she ends up with skin infections where she's dug at her self.She may have a food or surface allergy,mange, dermatitis.Take her in he has to be miserable.

she may have mange which is somewhat like fleas but is invisable to the naked eye... take her to the vet for a skin scrape

she either has fleas or she is allergice to something,, could be food.... are you feeding her a good dry kibble?
have you consulted with her reputable breeder about this issue

she could have allergies. My shepherd was doing that and the vet said to give allergy medicine. but i would totally ask you're vet first

She might have mites or mange starting. An allergic reaction to house hold cleaners..and soaps in your home.. or food.
