Why do hometown pizza shop employees handle food without gloves?

I order pizza at least once a week and while waiting for my pizza to be prepared I began to think to myself "man I hope these people washed their hands." I could see them grabbing handfulls of cheese and dropping it onto the pizzas and others pressing dough into pans with their bare hands. Why do they not wear gloves? It is kinda nasty. Is this a health violation? I used to work as a sample person for a cheese store at the mall and even we had to wear gloves. I saw the one girl wipe her sweaty head with a rag and then continue to press dough with the rag laying right beside the dough pan. It's just grose.

Update:

this eatery places the cheese on the pizza after it has cooked and serves it not melted. They scooped the cheese with their bare hands and sprinkle it on top and then place peperoni again uncooked on top.

    They should be wearing gloves, and I would report the indecent to the management. I would also chose not to order from that place any longer.

    At least pizza goes in an oven. Restaurants rarely wash salad vegetables.
