London and the south East. I used to live in the borough of Hillingdon, which is ok, but a bit too far out of central London for comfort if you like the city. If you like the city, London Borough of Ealing for location, and still quite suburban in parts, lots of trees and parks. It depends what you want, London has a lot to offer a lot of different types of people.

There are rich people all over but prob london is the most. Having said that some1 i know is very very rich and she lives on the south coast (portsmouth) near me! The nicest place in london is either regents street or park gate. lovely houses, nice people and allways something going on.

I stayed in Holland Park, London for a few weeks, that seemed very expensive, much like Sydneys Lower North Shore or Eastern Suburbs.

I expect the rich tend to live in the south of France or in Belgravia in London. Either that or they have a large country house in Kent.
