At what age can I housebreak my puppy?
I have a bichon frise puppy that is now 12 weeks old. When he is confined to the kitchen, he knows where to pee most of the time. But when he is out in the living room, he pees and poops wherever. I have heard that puppies don't know when they are peeing, is this true? If so, at what age do they know that they are peeing and have the choice of going where they should? For reference, I paper train him in the kitchen so it is not a matter of him going outside.

Housetraining begins the day you bring your puppy home. I brought my current puppy home at 9 weeks, two weeks later he was housetrained (barring the occasional accident). You chose to teach your dog that its ok to pee and poop in the house. You're confusing him, so its going to take forever to housetrain him. To a dog, once he's been taught peeing in the house is ok, it doesn't matter to him where in the house. If he was being housetrained correctly, to go outside, he could be trained by now.

You can begin the training process as soon as you bring the puppy home. It's better to train the puppy to go outside, but if you must paper train, the process is the same. At regular times (when he wakes up, after he eats or plays, before bed, and every hour in between), take the puppy to wherever you want him to go. Praise and give him a treat if he goes. The rest of the time, keep the puppy right near you and watch him. If you think he needs to go or if he starts to squat, rush him to the paper or outside. Praise him if he finishes in the right spot. When you can't watch him closely enough to prevent an accident, crate him or confine him.

It's not that they don't know that they're peeing, it's that they don't have the control or the training to hold it or go in the specific area that you'd like them to. You can try leashing him to you at all times throughout the house so that when he looks like he's about to go, pick him up immediately and bring him outside to where you'd like him to go.
Puppies that young should be taken out every hour or so during the day anyway and praised like crazy when they do go outside.

You should be trying to housebreak your puppy as soon as possible, after it spend the first 8 weeks with its mother that is. It really doesn't take long to get a puppy to figure it out, just a lot of dedication and love from you to your puppy.

You can train them at any age. Only new born puppies have to be stimulated to going pee or poop so your dog knows that it is peeing.

potty training should begin at 8 weeks of age, or older, the day you bring the dog home.
you should NOT be paper training him in the kitchen, all that does is teach them that it is okay to go in the house.
things like puppy pads do not work either, dogs should go outside to potty and only outside.
a dog does not know the difference between a puppy pad and a pillow.
