I think either the Cardinals or maybe even Dodgers will take a chance with him. I think that he is better off in the bullpen than he is starting. I don't really see the Braves picking him up. The Braves have plenty of starting pitching and there bullpen is solid for the most part. I hope he gets one more chance to pitch this year. The only thing is he as has to be on an active roster by the end of August to have a chance to play in the playoffs if the team he signs with makes it to the playoffs.

The Atlanta Braves have already announced that they will not bring Smoltz back.
Smoltz does not need to be a starter for any team. So any team that is looking for a relief pitcher or a set-up man, should look at Smoltz. Smoltz will be best doing one of those two, because he is not a starter anymore and is definitely not a closer.
That is why the Braves let him go. Because he wanted to start, but the Braves told him he needs to be a relief pitcher.
So anyone looking for a relief or set-up man.

I'd say the Cardinals are most likely going to get him if anybody. They have been talking about picking him up for the bullpen. If not the Cardinals, then the Braves, I can see it being similar to a Ken Griffey Jr. situation.

I'd like to see the Dodgers grab him if they can. Put him in the pen (which the Dodgers and particularly Joe need a deep pen) and to tutor the younger pitchers.

I would say the Dodgers. If they continue to have holes in their rotation, they can try him there, but most likely he can pitch out of the bullpen where he would probably be more comfortable at this point in his career.

I heard somewhere last week that the Dodgers and Tigers may have some interest.
