What happens if a person shows up at an airport with an expired passport and an expired tourist visa?

So, the person finally decides to head back home long after the parents are dead. Renewing the passport entails securing a piece of document from the home country which would have been easy if at least one parent was alive. What would airport officials do? Question and detain the person?

Update:

emergency travel permit? the guy at the consulate didn't mention that.

I just wonder about the expired visa (several years old!). Wouldn't the airport official see that as a reason to detain and question?
