If you fall in-between 2 brackets then you are in the pay for the lower number. I have 11 years in, my pay bracket is 'Over 10' because the next is 'Over 12' and I don't have 12 yet. You will be in the '2 or less' bracket until you reach one day passed your 2nd year, then you will be in the 'Over 2' bracket.

2 years means 2 years up until you make 3 years in (start date), then it is 3 years until you make year 4 years, after that it is every 2 years in there is a raise in pay (besides the yearly raise from the government or going up in Rate)

Two years or less, means one year and 364 days.
Over two years, means between two years exactly and two years and 364 days.
