Shaving does not make hair turn into whiskers, or grow faster, and no logical reason it would. You don't have much beard growth because your genes didn't program your body to have much. Simple as that. At 21 you should be fully mature, and just face the facts that you won't have a full beard. Loads of guys don't. if you look around at other guys discretely of course, you'll see lots of guys who have darker spots where they have whiskers, but lighter spots on their face where they don't- so they can't grow beards either. Patchy beard growth is quite common, and nothting you can do about it, just means you don't have as much to shave. but if you don't shave, the patches will look strange.

You probably don't want a female to answer but, My husband is 36 and has a moustache and small beard (not really a goatee) and has never been able to grow hair on his cheeks. I've known him since he was 19 and its never changed. But he looks great with what he has.

How much hair you have on your body is determined by genetics which was given to you at conception, as well as it's color and how long you will have it. Don't even try for a beard, it will only look silly.
