Image scaling issue I don't know how to do...?

I need to scale ONLY the top of an image. No mater how many times I photograph this, I cannot get square on.

well I never even though, but yeah i have gimp! never used it though, I went through the distortion thing, but it is all manual dragging, I tried, and even pulling it as minimum as i can with the mouse goes way over the change i am trying to make. Need a way to actually input numbers to increase by. Shame because it displays the coordinates you are dragging to the third decimal place, but i cannot find a way to input coordinates.
