Changining beginning IP address?
Is it possilbe to change the beginning of the IP address. I know how to change the last 2 sets of numbers but I need to see if i can either change or BLOCK the IP all together.
Is there a ways to block it completely without having to purchase a seperate program?

i just would like to visit a website that tracks IPS and i dont want mine tracked. It 's not illegal I just dont want it tracked.
I'm in the states so euros mean nothing to me.
If i cant change it then is there a site that acutally works besides useing a proxy site that will just block my IP?

It depends on what you want to change it too. If it doesn't start with the following, then you can't change it as you do not own that IP.

Provide more detail of what you are trying to do as your question makes little to no sense at all.
Update to your update.
You can change it, but guess what, you won't have access to ANYTHING. You do not own that IP and routing will send the packets to the real owner of that address. View it like this, you don't want to give your home address; so you give some made up address and you order something; do you still get what your ordered? The IP is the same way.
Also, if you did use BGP and used an address someone else owns and caused an outage; care to guess what will happen to you? Being tracked will be the least your worries. Chances are, if you don't understand IP's, then you are not running BGP.
