plumbing question/mystery?

at work-hot water heater is broke power is turned off to unit-

we have a sink in break room and sink in bathroom

no water comes out hot spigot either sink

cold water either sink works fine

if hot water spigot-in break room sink is in the on position

and you turn on the cold water spigot in the bathroom

water comes out the hot side in break room

We tried reversing it (turn hot on in bathroom hot off in break room) and when you turn on cold in break room it comes out hot side in bathroom.

What is happening ?

    HEY-- all hot water heaters have a cut off value on the cold water side, so some one cut this value off that s the reason no water comes out hot water faucet in either room,,,but does come out cold water side,--now to the next problem,, i m thinking--the break room and bath room sink are back to back but in different rooms ,thus causing a bleed back effect when both faucets are opened at the same time

    Cold water is going past the hot side when turned on(feeding backward) to the hot water pipes.
