i have a hard time trying to replace verb to more active verb?
for example:
subsistence of wolves is based on a diet of mice.
forbin was a person who simply could not hold a cue stick steadily.
the car is bing parked by farzad.
the competition between harley and rose was furious.
the reason for the confusion of most people with the new requlations is the ambiguous way they were written.

If the agent of the action is the subject of the sentence, you are using the "active voice." ("The boys broke the window" -- The boys did the breaking, and "The boys" is also the subject of the sentence.) If the receiver of the action is the subject of the sentence, you have the "passive voice." ("The window was broken by the boys.")
Here's how to make your sentence examples more active by simplifying the subject and making it the agent of the action:
Wolves depend on a diet of mice for subsistence.
Forbin had trouble holding a cue stick steady.
Farzad is parking the car.
Harley and Rose competed furiously.
The ambiguous way the new regulations are written confuses people.

Instead of making the one 'receive' the action of the verb, make the other 'do' it:
Eg: Wolves subsist on a diet of mice.
Farzad is parking the car.
Harley and Rose competed furiously.
The last one (The reason...) is probably best as it is.
