The Las Vegas Strip is basically Disneyland for adults in the desert. There is so much security that it's almost 100% crime free. Stay ON THE STRIP with the crowds and you'll be fine. Your only worry would be something minor like a purse snatcher or pickpocket... avoid that possibility by not carrying a purse and/or keeping your money stashed in a hard to reach place. A front pants pocket is good since you can keep your hand on your wad of cash all the time.
I recommend Luxor as cheap and fun. I've stayed there three times. Your only concern will be to make sure you get a high floor or a room away from the casino if you get a pyramid room, otherwise you'll hear silly slot machine music in your room.

You might also like Excalibur... which I can't recommend since I've never stayed there; but if the medieval theme appeals to you, you'll probably have more fun there than you would at Luxor.

All the hotels are safe, Las Vegas has tons of police walking the streets also undercover. Its a touristic spot and if it wasn't safe people wouldn't come. The worst I can imagine can happen is getting pick pocketed.
As for the fun... you won't find any problem having a fun time in las vegas where ever you stay :). As for the cheap I recommend the following website with lots of promo codes for cheap hotel rates (book directly from the hotel websites) enjoy ;)

The strip is very safe, so stay anywhere there and you should be fine. There are good deals right now at Luxor, Monte Carlo, and Flamingo, to name just a few. You can find good prices at nearly all of the hotels right now. But those are 3 nice places, they are all fun, and they should all have reasonable rates. Monte Carlo is a little more laid back than the others, but it's still a good place to stay. You could also check the rates at MGM and Mirage, which are also great places.

so many to choose from... there are quite a few sites that you can search that will likely show you great hotels at the best prices available. check out the website BookMe and you will be able to compare prices on all the reputable travel sites in just a couple minutes. it's very convenient and will save you a bunch of time and money. Also, make sure you buy them online... otherwise they charge much higher fees for phone orders. good luck.

If it's a budget hotel on the strip you want - go with Tropicana or Imperial Palace. Both are within walking distance to most Strip attractions/casinos and both usually have great rates.
