I'm going with Primo Colon. Yeah he's a bit watered down in the WWE, but I love his fast-paced high-flying lucha-like style. He's not all huracaranas and dropkicks, either, the guy can wrestle. He's one of the most fun-to-watch wrestlers in any promotion. And, maybe because of a little bit of sibling rivalry, Carlito performs better when Primo's with him.

I would defiantly go with Pedro Morales. In my opinion he was a better WWWF champion then Bruno Sammaritino.
When he was in shape in the 1970s he was a great all around wrestler. I mean he was good he would have been the modern day Chris Jericho with a body like Samoa Joe. He was a pretty big guy who could perform moves on the top rope, which you rarely find.
He was the first Triple Crown Champion and speaks for itself, plus he was the first capable wrestler of achieving the Triple Crown at that specific time.
He was a great wrestler that had good mic skills and was really a fan favorite. He could really draw a crowd, he was a good star for the WWWF. In my opinion he was the best Puerto Rican wrestler.
Carlos Colón Sr. is not to far behind.
EDIT: Wow, you said the best PR wrestler today. I feel like an idiot. I would have to go with Eric Perez, he is a very underrated wrestler. But he is still pretty good.

Carlito he has the mic skills and the wrestling skills to be a main eventer and he has potential to become a a 2 time United States Champion and Future World Champion but the WWE put him into the Tag Team Division and now he's a mid carder.

Lince Dorado is someone I'm keeping my eye on. I haven't seen to many of his matches, but from what I have seen, he is very good. Not sure if he is the best Puerto Rican today or not, but I think he has a very bright future. Reminds me of a young Rey Mysterio Jr, and defiantly someone I would love to see in RoH or TNA.
