IS is "Image Stabilization". Its a good thing to have even with a short zoom like the 18-55mm. NOTE: IS only affects camera movement. It does not have any effect on subject movement. To prevent blur caused by subject movement requires a faster shutter speed.

If you are really serious about macro photography then you should consider a true macro lens like the Canon EF-S 60mm f2.8 macro or the Canon EF 100mm f2.8 macro.

    Why?

Because a zoom with the word "macro" in its description is not really a macro lens. It is a close-focusing lens and yes, you can get good results with it. The main difference between a close-focusing zoom and a true macro lens is the reproduction ratio. A close-focusing zoom will seldom exceed a 1:4 (1/4 life size) ratio while a true macro lens will give you a 1:1 (life size) ratio.

If you photograph a 12mm long ant with the zoom the ant will be 3mm long on your sensor. Use a true macro and your 12mm long ant is 12mm long on your sensor.

A true macro lens is designed to perform better at close distances and has a flat field of focus - needed if you photograph stamps or other documents.

My suggestion is to buy the kit with the IS lens and then start saving for a true macro lens.
