Is a temperature of 95.3 normal?

My daughter is 16 years old and currently complaining of a head cold. As in: runny nose, bad headache, and "stuffy" ears. Normally, she runs right at 98.6 degrees. Should I be concerned?

Yes. 95.3 can be normal for an individual, but if her normal temperature is 98.6, then that's concerning. However, if you've taken steps to combat a fever (acetaminophen, ibuprofen, etc), then that could just be the result of your home treatment.
