Can't get into Windows XP recovery console...?

I am pretty good with computers first of all, but I have never come across this problem yet. I recently came across a common boot error in Windows XP with my computer that HAL.dll was in error. Usually I just boot up my PC with the Windows XP CD that I have and it loads up the basic drivers and goes to the recovery options in which case I hit the R key and I fix the HAL.dll or other boot file that is corrupt. This time however I can't get to spot where it asks for recovery options at all...it loads the first basic drivers that it needs in Windows XP and when it gets to the file loaders for the FAT32 and the NTFS loaders my computer completely reboots again to the POST sequence. I can't get to the part where it asks if you want to reinstall windows, repair (the R key) area...just before it gets there my computer keeps rebooting in a viscious cycle.

Anyone have any suggestions for this ?

The computer is just a basic clone PC....ie. not a brand name

    hi royol, let's fix it then i will explain why it did what it did reboot when you see your windows logo start tapping f8 this will bring you to a safe mode screen scrol down to last good configuration when my system worked correctly(advance) when you get to your desktop hit start>programs>accessories>system tools scrol down to system restore there you will see a calender hit the first lit number to your far left your system is restore then reboot, when you get back to your desktop hit start>settings>control panel hit the internet options icon there delete your history and your cookies on the general tab. now exit back to your desktop go back to sytem tools scrol down to defragment this is a very important step so make sure it completes this step. good luck hope i was helpful to you
