By the way, you can use http://downforeveryoneorjustme.com/ in the future to check if a website is down.

First you should have an idea about the server that will be hosting it. Not all servers support the same features. FrontPage extensions, for example, must be supported by the server if you are including the use of the extensions in your web site. If you want to use ASP or ASP.NET, your host server must also support it. Those kinds of considerations should be taken into account before you start building your site. There are a lot of different tools to help. Some specialize in one area, such as creating Flash animations or graphics (GIF or JPG). Others are geared toward a specific platform. I noticed someone suggested Microsoft FrontPage. However, it looks like that has been discontinued in favour of their Visual Web Developer, which is part of the Visual Studio development suite. There's a free Express version downloadable directly from Microsoft's Visual Studio page, and it lets you create ASP.NET 2.0 pages (though it is possible to create basic HTML pages too). The thing about ASP.NET 2.0 is that you can develop powerful programming code in Visual Basic or C# that is compiled and runs on the server. Check it out if you are running Windows XP or Vista. Once you have created your site, you need to actually upload it to your host. As I mentioned earlier, you need to know a little about the host. With some, you can use the web site creation software to directly upload it. With others, you may have to manually use an FTP client to log in and upload your files. And in still other cases, you might be required to use the host's own proprietary way, such as a web page on their site.
